Benefit to owners
Eligibility Criteria
Around or over 20 years old but are still serviceable;

Subject to statutory actions under the Buildings Department's "Co-ordinated Maintenance of Buildings Scheme"(CMBS) or "Blitz" Operations or other relevant statutory order;

Located within the Scheme Areas of URA in Yau Ma Tei / Mongkok, Tai Kok Tsui, Ma Tau Kok, Shum Shui Po, Tsuen Wan, Kwun Tong, Wanchai and Central & Western District;

Private residential or composite buildings ;

With Owners' Corporations (OC's)and agreed to undertake continuous up-keeping of the building.

Assistance and Incentives
At early stage of projects, when professional consultants are not yet engaged, URA will provide technical supports and advice on project implementation;
Incentive Materials
External/Internal wall paint

Piping materials for drainage, flushing water and public water supply 

Water-proofing materials for re-roofing work

Fire protection materials (currently provided: fire rated door, emergency lighting, fire extinguisher)

Environmental friendly materials (currently provided: potted plant, recycle bin, energy saving light bulb)

Cash Subsidy

To relief the financial burden of the building owners, the remaining balance of "Ceiling amount for Incentive Material" i.e. after deducting the actual incentive materials cost, would be released to the OC as cash subsidy for the rehabilitation works.

Cash Subsidy = (Ceiling amount for Incentive Materials) - (Actual Incentive Materials Cost)

However, value of "cash subsidy" cannot exceed the value of the "actual incentive materials costs".

General Criteria for Eligible Grantees
  1. A grants may be made to individual owner with genuine financial difficulty. Maximum amount of grant is HK$10,000:

  2. A grant applicant must be the registered owner of relevant property, fulfilling one of the following criteria:

    • Recipient of Comprehensive Social Security Allowance (CSSA); or

    • Aged 60 or over, who meeting income/asset limits in Schedule (a); or

    • Below the age of 60, disabled and meets the income/asset limits in Schedule (b):

Note 1: In the case that the applicant's property is mortgaged, the monthly income limit will be adjusted upwards to include his monthly mortgage repayment.

Note 2: The income limit will be adjusted upwards for families with disabled member(s). Family members mean all the members residing in the same unit.

Note 3: The property in which the applicant resides and to which the loan relates will be disregarded in assessing the applicant's assets.

Note 4: The income/assets limits in Schedules a) and b) are subject to change without prior notice.
