URA’s Wing Kwong Street/Sung On Street project: Authorisation by the Secretary for Development
The Secretary for Development (SDEV) has authorised the Urban Renewal Authority (URA) to proceed with the Wing Kwong Street/Sung On Street Development Project in Kowloon City, which is published in the Gazette today (Friday).
Commenced earlier on 22 June 2018, the project was implemented by way of a development project in accordance with the Urban Renewal Authority Ordinance (URAO), and had received a written objection and comments during the following two-month publication period. The URA had deliberated on the objection and submitted the project to SDEV for consideration on 20 November 2018 in accordance with the URAO. SDEV has duly considered the URA’s submission, the unwithdrawn objection, URA’s deliberations on the objection as well as URA’s assessment on the likely effect of the project.
Pursuant to the URAO, any objector to the project who is aggrieved by the decision of SDEV to authorise the project may appeal on or before 1 April 2019 by lodging a notice of appeal with the Secretary to the Appeal Board Panel, with a copy to SDEV. Information about the notice of appeal can be found and downloaded on the webpage of the “Appeal Board Panel under the Urban Renewal Authority Ordinance” (http://www.devb.gov.hk/uraoabp/en/general_info/index.html). The URA will only issue acquisition offers to owners of domestic and non-domestic property interests when there are no notices of appeal filed within the appeal period, or after the dismissal of all appeal(s), if any. Also, the URA will only make ex-gratia payment or rehousing arrangement for the eligible domestic tenants after completion of acquisition of the properties concerned.
The project occupies a gross site area of about 3,020 square metres. Under a holistic and district-based approach to rejuvenate the Kowloon City area, the Project would create synergy with the five URA projects commenced earlier in the vicinity to allow comprehensive restructuring and re-planning of the area, with an aim to enhance the road network and pedestrian environment and maximise the planning benefits for the district. Subject to the future design, the URA’s current proposal is to redevelop the site to provide about 21,430 square metres of residential floor area and some 4,280 square metres of commercial floor area.
