Flat-for-Flat Scheme

The Flat-for-Flat (FFF) Scheme provides domestic owner-occupiers affected by the URA's redevelopment projects with an alternative option to cash compensation. Domestic owner-occupiers who wish to opt for FFF must first accept the amount of cash compensation calculated on the basis of the value of a notional seven-year-old replacement flat. They then could have a choice of 'in-situ' flats situated in the lowest floors in the future new development or flats in an FFF Scheme to be developed by the URA in the same district or on a site at Kai Tak, where applicable. Unit prices for new flats will be fixed at the time of acquisition offer. FFF is applicable to those affected by the URA's redevelopment projects commenced after the promulgation of the new Urban Renewal Strategy on 24 February 2011, starting with the two projects launched in March 2011.

Kai Tak Flat-for-Flat Development

Construction of the URA's first ever self-developed housing estate, designated for provision of Flat-for-Flat units at Kai Tak, commenced in July 2012. The URA has adopted modest design features for the development which has obtained a provisional BEAM Platinum Award. The development is called "煥然壹居" in Chinese, a name chosen in a territory-wide naming competition.
