URA’s Shing Tak Street / Ma Tau Chung Road Development Project: Authorisation by the Secretary for Development

The Secretary for Development (SDEV) has authorised the Urban Renewal Authority (URA) to proceed with the Shing Tak Street / Ma Tau Chung Road Development Project (the Project) in Kowloon City, which is published in the Gazette today (11 February).

Commenced earlier on 22 May 2020, the Project was implemented by way of a development project in accordance with the Urban Renewal Authority Ordinance (URAO). During the following two-month publication period, the URA had received written objections and comments.  Upon consideration of the comments and deliberation on the objections, the URA submitted the Project to SDEV for consideration on 20 October 2020 in accordance with the URAO.  SDEV has duly considered the URA’s submission, the unwithdrawn objections, URA’s deliberations on the objections as well as URA’s assessment on the likely effect of the Project.

Pursuant to the URAO, any objector to the Project who is aggrieved by the decision of SDEV to authorise the Project may appeal on or before 13 March 2021 by lodging a notice of appeal with the Secretary to the Appeal Board Panel, with a copy to SDEV.  Information about the notice of appeal can be found and downloaded on the webpage of the “Appeal Board under the Urban Renewal Authority Ordinance” (  The URA will issue acquisition offers to owners of domestic and non-domestic property interests when there are no notices of appeal filed within the appeal period or after the dismissal of all appeal(s), if any.  The URA will also offer the ex-gratia allowance or rehousing arrangement for the eligible domestic tenants after acquiring the properties concerned.

The Project occupies a gross site area of about 5,160 square metres.  Through redevelopment of buildings under the Civil Servants’ Co-operative Building Society Scheme, the Project aims to unleash the development potential of this site to increase housing supply.  Opportunity is also taken to improve the overall environment by way of restructuring and re-planning.  Subject to the detailed design, the URA’s current proposal is to redevelop the site to provide about 32,200 square metres of residential floor area, capable of delivering about 640 units.
