People Development Programmes
Our People Development Programmes empower our people to excel in their current roles and across the market. We offer a variety of initiatives, including High Calibre Programme to build a robust leadership pipeline; as well as Job Rotation and Job Enhancement Programmes to facilitate upskilling and reskilling. Sponsorship will also be provided for external training programmes and award-bearing programmes to support employees in pursuing academic and professional qualifications. We focus on nurturing our people and preparing them for complex urban renewal challenges.

One of the highlights of my journey has been the High Calibre Programme. "Beginning my career as a management trainee, I have flourished within our company, specializing as an urban planner dedicated to urban renewal. Urban renewal is interconnected with existing communities and urban fabrics, offering both challenges and rewards that make working at URA uniquely fulfilling.
In my role as an urban planner at URA, I enjoy collaborating with different professionals, continuously learning from their expertise while collectively driving renewal initiatives forward. Recognising the complexity and time-intensive nature of renewal projects, our team adeptly navigates regulatory frameworks, balances diverse interests, and embraces technological advancements like utilizing GIS to address urban renewal challenges under a forward-thinking and people-oriented approach.
We are committed to make breakthroughs in urban renewal by employing innovative strategies and tools, such as introducing “floating planning parameters”, applying “linked-site approach” and “transfer of plot ratio”, and promoting mixed-use developments, to address evolving community and market needs.
My journey with URA has not only been professionally enriching but also personally fulfilling. URA provides invaluable growth opportunities such as the “High Calibre Programme”. Through this programme, I have enhanced my leadership and people management skills, and developed my ability to "Think," "Speak," and "Act" as an executive. Furthermore, URA fosters our engagement in international training and conferences, broadening our horizons. For instance, with URA's support, I took part in the Hong Kong Planning Professionals' Delegation to London in April 2024, where I participated in insightful discussions with planners, students, and industry experts over a week. These enriching experiences have further enhanced my capabilities and readiness to drive urban renewal and shape our city of tomorrow."

I began my career as a Senior Officer and have advanced to my current role as Manager in the Acquisition and Clearance Division (ACD). While redevelopment work at the URA is filled with challenges, it brings me immense job satisfaction. Throughout the years, I have collaborated with diverse teams to tackle various challenges. Redevelopment is a people-centered endeavor, requiring us to understand and address the needs of affected owners and tenants. My experiences during the pandemic were both unforgettable and invaluable.
In response to the government's 'early isolation' measures during the 5th wave of COVID-19, we swiftly set up 56 temporary isolation units from our rehousing blocks and acquired properties in just a few hours, providing critical support to our residents in need at no cost. This initiative not only supported residents during a critical time but also reinforced our commitment to community welfare. Our work goes beyond traditional redevelopment! The work within ACD is both diverse and comprehensive. Our responsibilities extend beyond property acquisition, tenant compensation and rehousing arrangements to include land resumption, property management, and leasing management. This diversity allows me to effectively develop my strengths.

"'People-oriented' is one of URA’s core values, and this is reflected in my work in the Building Rehabilitation Division.
One of my most memorable experiences was contributing to the development and promotion the "Preventive Maintenance Scheme." The initiative aims to promote preventive maintenance and establish financial reserves for buildings’ repair expenses. This role gave me the opportunity to engage with various property owners, helping them understand the importance of preventive maintenance and its effectiveness in mitigating urban decay, while also honing my communication skills.
This experience marked a significant milestone in my career, allowing me to build trust-based relationships with property owners. By working closely with the teams, we successfully overcame challenges, proposed and delivered solution, and made a positive impact on the community. Moreover, it was an opportunity to enhance my problem-solving abilities and strengthen my teamwork skills. It was particularly rewarding to see management and the broader community recognise and appreciate our efforts.
