Invitation for Expression of Interest – URA’s Shing Tak Street / Ma Tau Chung Road Development Project

The Urban Renewal Authority (URA) will invite interested developers and consortia to submit an Expression of Interest (EOI) to develop the Shing Tak Street / Ma Tau Chung Road Development Project (the Project) in Kowloon City tomorrow (15 August 2023).

The Project, which commenced in May 2020 and authorised by the Government, is one of the URA’s pilot projects to redevelop buildings under the Civil Servants’ Co-operative Building Society (CBS) Scheme.  To assist CBS members in navigating through complicated dissolution procedures and to obtain ownership titles of the properties they occupied, the URA provided free legal consultation services and other forms of support.  Thanks to their cooperation, all the 154 ex-CBS members affected by this Project were relocated by March 2023, six months earlier than originally scheduled.

The Project, which covers a site area of 4,283 square metres, aims to optimise the development potential of the site.  It will provide approximately 640 residential units with a maximum total gross floor area of 38,547 square metres.  Furthermore, the project will improve the local environment by widening the pavement, providing street-level building set-back and greenery.  These enhancements will also improve the at-grade walkability in the area.

The successful developer or consortium will be required to construct the new development in compliance with the building design, standards and quality requirements, the environmental sustainability and smart system provisions set out in the development agreement of the Project in order to create a sustainable living environment.

Details of the requirements of the EOI for the Project will be available on the URA website (www.ura.org.hk) and published in local newspapers tomorrow. Developers or consortia interested in the development may request an Invitation Brochure from URA Headquarters.  Interested developers and consortia shall submit the Reply Form duly completed and signed, together with the required information to substantiate their development experience and financial capability to undertake the Project in accordance with the requirements and criteria set by the URA.  All EOIs should be submitted to URA Headquarters at 26/F COSCO Tower, 183 Queen’s Road Central, by 12:00 noon on 29 August 2023 (Tuesday).  Any EOI submission received after the specified closing time mentioned above will not be accepted.

All EOI submissions will be considered by a tender review panel under the URA Board.  Qualified companies will be shortlisted and invited to submit tenders for the development of the Project later.
