Invitation for Expression of Interest – URA’s To Kwa Wan Road / Wing Kwong Street Development Scheme

The Urban Renewal Authority (URA) will invite developers and consortia to submit an Expression of Interest (EOI) to develop the To Kwa Wan Road / Wing Kwong Street Development Scheme (the Project) today (3 September 2026).

The Project covers a site area of approximately 5,475 square metres and is expected to deliver around 900 residential units.  It constitutes the final redevelopment project within Hong Kong’s first “District-based Redevelopment New Community” (the New Community), and represents one of the eight redevelopment projects implemented by the URA under its “district-based development” approach.  Located near To Kwa Wan MTR Station, the Project proposes two footbridges, connecting to MTR Station entrance and the Bailey Street / Wing Kwong Street Development Project (One Victoria Cove) respectively, to enhance accessibility within the neighbourhood and strengthen the link between inland area of To Kwa Wan and the harhourfront.

The New Community has been officially named “Victoria Cove Central” (VCC).  Developers of VCC projects will formulate detailed designs for the major shared spaces, pedestrian streets, and landscape areas in accordance with the specific standards outlined by the URA in the master design control.  By adopting a cohesive district positioning, this approach is set to systematically elevate the overall efficacy of the urban renewal initiative.  Situated at the geographic heart of VCC and adjacent to two pedestrian streets running north-to-south and east-to-west, the Project will generate synergies with the other seven earlier redevelopment projects currently under construction, establishing a prominent social hub within the district.  Furthermore, in alignment with the URA's “cove‑waterfront‑inland” planning strategy, these concerted efforts will foster a more vibrant community, thereby echoing the vision of creating the “Victoria Cove Area”.

A notice inviting submissions of EOI for the Project will be published today on the URA website (www.ura.org.hk).  Developers or consortia interested in the redevelopment may obtain an Invitation Document from our designated electronic platform or by collection upon request at the URA Headquarters at 26/F COSCO Tower, 183 Queen’s Road Central, Hong Kong.

Interested developers or consortia are required to submit the duly completed and signed EOI along with all requisite information, to the URA Headquarters by 12:00 noon on 17 September 2026 (Thursday).  Late submissions will not be accepted.

A tender review panel established under the URA Board will evaluate all submissions, assessing the relevant experience and financial capability of the developers or consortia to shortlist qualified joint venture partners.  All shortlisted parties will then be invited by the URA to submit tenders for the Project.
