Invitation for Expression of Interest (Others)

The Government partnered with the Urban Renewal Authority (“URA”) to launch the Lift Modernisation Subsidy Scheme (“LIMSS”) which helps owners to modernize or replace aged lifts of their buildings . Residents living in buildings served by a single lift (Cat 1 building) or by only one lift per floor (Cat 2 building) (“Needy Residents”) under LIMSS may face difficulties during lift suspension periods.  In order to alleviate the difficulties, URA plans to provide a series of outreach social services through Tung Wah Group of Hospitals (“TWGHs”) which has been appointed as the project manager to render and coordinate such services.

URA is now shortlisting tenderers who will be invited to submit sub-contract tenders for the provision of the Services to the Needy Residents.  The successful tenderer will be nominated to enter into a sub-contract for the Services with TWGHs for one of the 3 service areas listed below.

The brief particulars of the sub-contracts of the Services are as follows:

        a) Service Period (tentative): March 2022 – February 2025

            Service Areas:

            Service Area 1: New Territories and Sham Shui Po district

            Service Area 2: Kowloon districts (except Sham Shui Po district)

            Service Area 3: Hong Kong Island

        b)  The scope of the Services includes:

            (i) Case management and assessment service;

            (ii) Stair-climber service;

            (iii) Hotline enquiry service;

            (iv) Booking service for stair-climber service, grocery and meal delivery (supply of groceries, meals and logistics will be provided by others);

            (v) Home rehabilitation and equipment lending service; and

            (vi) Volunteer service programmes 

       c) The shortlisting criteria for the Services are as follows:

The service provider shall have:

             (a)  at least 10 (ten) years of experience by the submission deadline of the pre-qualification period in elderly or rehabilitation services subvented by the Social Welfare Department; and

             (b) at least 1 (one) job reference of project management service of cross sectoral partnering with the government or non-government organizations to provide elderly or rehabilitation services with a contract value more than HK$5,000,000 in the past 10 years before the submission deadline of the pre-qualification period.

This pre-qualification shall not in any way be construed as an offer of appointment or an invitation to submit tenders by URA.

The Urban Renewal Authority (“the Authority”) is currently shortlisting consultants for the Provision of term safety audit consultancy services for construction works.

Kowloon City Road / Sheung Heung Road Project (the Project) with a total saleable shop floor area of about 13,900 sq. ft., comprising three levels with shop units ranging from 370 sq.ft. to 3,138 sq.ft., will be completed by 2021.

In order to retain the local characters of the area where the Project is located, more considerations will be given to those trades with higher degree of local characters or support to local livelihood, in the selection of future tenants for the shop units.
