Commenced in September 2008, the Town Planning Board has gazetted the approved Development Scheme Plan under section 9(5) of the TPO on 12 March 2010.

The Town Planning Board has approved the section 16 planning application on 12 December 2014.

The shop house cluster at Shanghai Street comprises 10 no. of veranda type per-war buildings, typical of streetscapes in old Hong Kong streetscape.

The project is for the revitalisation and adaptive re-use of the shop house cluster for commercial and cultural uses.
