URA’s Reclamation Street/Shantung Street project: Authorisation by the Secretary for Development

The Secretary for Development (SDEV) has authorised the Urban Renewal Authority (URA) to proceed with the Reclamation Street/Shantung Street project in Mong Kok.

The authorisation for the project is given under Section 24(5) of the Urban Renewal Authority Ordinance (URAO) and is published in the Gazette today (Friday).

The project was implemented by way of a development project in accordance with Section 26 of the URAO. The implementation notice of the Reclamation Street/Shantung Street project was published in the Gazette on 10 February 2012 under Section 23 of the URAO.  It was followed by a two-month publication period, during which written objections were received and deliberated.

In accordance with Section 24(3) of the URAO, the URA submitted the Reclamation Street/Shantung Street project to the SDEV for consideration on 9 July 2012.

Located at the junction of Reclamation Street and Shantung Street in Mong Kok, the project is about 1,640 square metres in site area. Built in 1959 and 1963, the 20 street numbers of buildings within the project area are in a generally poor condition. The buildings are six to eight storeys with no lifts and unauthorised rooftop structures are found.

The URA's initial proposal is to redevelop the site to provide around 190 residential units with flat sizes of around 35 square metres to 65 square metres, including some at the lower levels for flat-for-flat option. A low-rise podium with mainly small street retail spaces will be incorporated in the future design.  The project construction is tentatively scheduled for completion by 2019/2020.

In accordance with Section 28 of the URAO, any objector who considers to be aggrieved by the decision of SDEV may appeal on or before 10 December 2012 by lodging a notice of appeal with the Secretary to the Appeal Board Panel, with a copy to the SDEV.

A plan delineating the boundary of the project with a general description is available for public inspection at:

  • the Urban Renewal Authority Headquarters, 26/F, COSCO Tower, 183 Queen's Road Central, Hong Kong;
