URA’s Bailey Street/Wing Kwong Street project: Authorisation by the Secretary for Development

The Secretary for Development (SDEV) has authorised the Urban Renewal Authority (URA) to proceed with the Bailey Street/Wing Kwong Street redevelopment project in Kowloon City, which was published in the Gazette today (Friday). 

The project was implemented by way of a development project in accordance with the Urban Renewal Authority Ordinance (URAO).  The project was commenced on 4 March 2016, followed by a two-month publication period, during which written objections were received.  The URA had deliberated on the objections and submitted the project to SDEV for consideration on 3 August 2016 in accordance with the URAO. 

Pursuant to the URAO, any objector to the project who is aggrieved by the decision of SDEV may appeal on or before 9 January 2017 by lodging a notice of appeal with the Secretary to the Appeal Board panel, with a copy to SDEV. 

The project occupies a gross site area of about 8,000 square metres, covering 103 street numbers of buildings completed between 1957 and 1961.  The URA's current proposal is to redevelop the site to provide about 55,500 square metres of residential floor area for about 1,150 flats.  Some 11,100 square metres of commercial/retail floor area will also be included in the new development.  The project is tentatively scheduled for completion by 2025/2026.

  • the Public Enquiry Service Centre of the Kowloon City District Office (LG/F, Kowloon City Government Offices, 42 Bailey Street, Hung Hom, Kowloon).
