URA Welcomes the Government’s Resumption of Land at Kau Pui Lung Road / Chi Kiang Street in Kowloon City

The Urban Renewal Authority (URA) welcomes the Government’s resumption of land at Kau Pui Lung Road / Chi Kiang Street in Kowloon City under the Lands Resumption Ordinance for the implementation of URA’s Kau Pui Lung Road / Chi Kiang Street Development Scheme in Kowloon City (CBS-2:KC / the Project).

In response to the Policy Address 2018 and 2019 by the Chief Executive, the URA identified one or two clusters of Civil Servants’ Co-operative Building Society (CBS) Scheme sites suitable for high-density development as pilot sites to increase housing supply by full utilising their development potential.  In May 2020, the URA announced the commencement of the two CBS pilot projects: the Shing Tak Street / Ma Tau Chung Road Development Project and CBS-2:KC.

To facilitate the smooth implementation of the Project, given its complexity, the URA, in collaboration with relevant Government Departments and the Hong Kong Housing Society, launched the following initiatives:

  1. Providing free legal service to facilitate the dissolution of the CBS, assisting the ex-CBS members to obtain the property titles of their flats;
  2. Facilitating the Government to adopt “existing use land value” of old CBS buildings as the basis in assessing the amount of land premium;
  3. Introducing a levelling adjustment to align the rate of the premium per square foot to be paid by ex-CBS members;
  4. Facilitating the waiving arrangement of the administrative fee for the removal of alienation restriction;
  5. Implementing special arrangements for eligible ex-CBS members to purchase replacement flat, allowing them to purchase the subsidised sale flats of dedicated rehousing estates to be developed and managed by the Hong Kong Housing Society as an alternative option to the “Flat-for-Flat” units and “Kai Tak Development” units provided by the URA.  They are also allowed to purchase a maximum of any two flats from the three replacement options.

The Managing Director of the URA Ar Donald Choi said, “The URA welcomes the Government’s resumption of land at Kau Pui Lung Road / Chi Kiang Street, which enables the URA to integrate the site with the adjoining Ma Tau Wai Road / Lok Shan Road Development Project (KC-020) for comprehensive planning and design, thereby optimising land development potential through restructuring and re-planning of land use and road networks.  This will help realise the planning gains and community benefits brought by urban renewal as early as possible, enhancing the connectivity and walkability of the district, as well as creating quality living spaces and a more livable environment for the city.”
