URA Undertakes Preliminary Works for Two Projects, Leveraging Strengths with the Market to Expedite Redevelopment

To accelerate urban renewal, the Urban Renewal Authority (URA) has kick-started a series of preliminary works for Kai Tak Road / Sa Po Road Development Scheme (KC-015) in Kowloon City and the final phase of the Kwun Tong Town Centre 2.0 Development (KTTC 2.0), removing uncertainties associated with these early-stage works.  This significantly reduces the time developers would otherwise need to spend on related works once they take over the site, thus enabling them to concentrate their resources on building design and construction.  Through this collaborative approach, the URA and developers leverage their respective strengths and resources to expedite urban renewal and bring benefits to the neighbouring communities as early as possible.

The URA is currently adopting a self-development approach for KC-015 to speed up the redevelopment schedule and complete basement construction early.  It has appointed contractors to carry out preliminary works including foundation construction and basement excavation, with construction expected to commence in early March.  The URA will adopt a dynamic development management strategy, and will decide at a later stage the way forward to further advance the development competitive advantage.

As for KTTC 2.0, the URA has already commenced various preliminary works in phases.  Road closure of Tung Yan Street and Yue Man Square is expected to be implemented in mid-2026 to facilitate underground utilities diversion works, targeted for completion in 2028.  Separately, to secure early approval, the URA has submitted the relevant plans and data to the Buildings Department and the MTR Corporation for approval in connection with the footbridge linking KTTC 2.0 and the MTR’s elevated platform.

Alongside expediting preliminary works for its redevelopment projects, the URA is also placing greater emphasis on enhancing project transparency and communication with stakeholders and interested investors/developers.  To this end, the URA today (2 March 2026) launched its Development Facilitation Service (DFS) for KTTC 2.0.  Utilising the period during which preliminary works are being carried out, the URA will consult interested investors/developers to seek their inputs and incorporate feedback from relevant stakeholders to enhance the redevelopment project.

The URA will offer interested investors/developers through DFS an information package on the basic development parameters, and will elaborate on the project’s key features outlined below:

  • The “Vertical City” design concept, integrating six mixed-use elements of “commercial, residential, trading, tourism, education and research”;
  • Three key competitive advantages of super high footfall, exceptional accessibility and connectivity, and great planning and design flexibility;
  • Memoranda of understanding (MOU) have been signed with three local universities, confirming their intention to establish off-campus education and research spaces within the completed project, with spatial allocation and user framework developed in advance for potential occupiers.

From today, interested investors/developers can register and use the DFS platform, gaining early access to the necessary information to proceed with initial design assessments and financial estimates.  In response to feedback received and stakeholder engagement, the URA will further release updated information on the platform in a timely manner, enabling relevant stakeholders to stay abreast of the latest project developments.

Through DFS and stakeholder engagement, the URA aims to further enhance the development flexibility and planning gains of KTTC 2.0. to create additional economic and social value.  By harnessing community and market wisdom and fully leveraging the project’s strengths, the URA seeks to establish a future landmark in Kwun Tong, the designated second core business district of Hong Kong.  From a broader urban renewal perspective, and alongside the completion of several major infrastructure projects, KTTC 2.0 will further stimulate the development of the Victoria Cove Area to improve the users’ experience, serve as the eastern gateway to Victoria Harbour for both the international and local communities, and deliver the greatest possible value for Hong Kong as Asia’s world city.
