Invitation for Expression of Interest – URA’s Bailey Street / Chi Kiang Street Project

The Urban Renewal Authority (URA) will invite developers and consortia to submit an Expression of Interest (EOI) to develop the Bailey Street / Chi Kiang Street Project (the Project) in Kowloon tomorrow (13 May 2026).

The Project is one of two sites granted to the URA by the Government.  It covers a site area of approximately 7,600 square metres and is planned to deliver no fewer than 1,200 residential units.  Strategically located on the To Kwa Wan waterfront, the Project incorporates an at-grade outdoor communal space of around 760 square metres, achieved through the setback of the building mass at the southern end of the site from Bailey Street.  This communal area will connect with the adjacent Hoi Sham Park and the waterfront promenade, enhancing both connectivity and accessibility between the inland area of To Kwa Wan and the waterfront.  At the same time, the design preserves street-level air ventilation and visual permeability.  This planning approach will create strong synergies with the adjoining URA “District-based Redevelopment New Community” projects, reinforcing the cove–waterfront–inland linkage and supporting the broader vision of developing the “Victoria Cove Area”.

A notice inviting submissions of EOI for the Project will be published tomorrow on the URA website (www.ura.org.hk) and in local newspapers.  Developers or consortia interested in the development may obtain an Invitation Document at the URA Headquarters at 26/F COSCO Tower, 183 Queen’s Road Central.

Developers and consortia are required to submit the duly completed and signed EOI Reply Form, along with all requisite information, to the URA Headquarters by 12:00 noon on Wednesday, 27 May 2026.  Any submissions received after this specified deadline will not be accepted.

A tender review panel established under the URA Board will evaluate all submissions, assessing the development experience and financial capability of developers and consortia to shortlist qualified joint venture partners. Shortlisted parties will then be invited to submit tenders for the Project in accordance with the principal tender terms previously approved by the URA Board.
