Project Status
In June 2025, the Government announced that a site at Bailey Street, Hung Hom will be granted to the Urban Renewal Authority (URA) by private treaty at nominal premium, providing additional financial support in the form of land resources to enhance the URA’s cashflow, enabling the URA to continue to take forward its commenced redevelopment projects in an orderly manner.
In July 2025, the URA, in collaboration with the Planning Department, proposes to rezone the Site on the Approved Hung Hum Outline Zoning Plan (OZP) No. S/K9/28 from mainly “Government, Institution or Community” zone to “Residential (Group A)9” zone for residential development. The Project aims to capitalize on the site’s strategic location by fully utilizing its development potential while seamlessly integrating with the adjacent waterfront and connecting the planned developments in the inland area.
On 12 September 2025, the draft Hung Hom OZP No. S/K9/29 was exhibited by the Town Planning Board for public inspection under section 5 of Town Planning Ordinance. On 16 January 2026, the Town Planning Board conducted a hearing to consider the representations received during the public inspection period on the draft Hung Hom OZP No. S/K9/29.
The Chief Executive in Council approved the draft OZP on 12 May 2026 and published the decision in Gazette on 22 May 2026. The approved OZP No. S/K9/30 was published on the same day.
The statutory planning procedures for the project have been completed.
