Tender Award – the URA’s Bailey Street / Chi Kiang Street Project

The Urban Renewal Authority (URA) announced today (31 July 2026) that the development contract of the Bailey Street / Chi Kiang Street Project* in Hung Hom has been awarded to Top Global Investment Limited, a wholly-owned subsidiary of China Overseas Land & Investment Limited, for a tender amount of HK$6.902 billion.

The URA invited developers to submit tenders for the development of the Project earlier and a total of seven tenders were received by the submission deadline on 27 July 2026.  The tenderers and their respective parent companies are listed in the Annex.  After careful assessment of the tender submissions received, the tender review panel (TRP) under the URA Board recommended awarding the development contract to Top Global Investment Limited.  The URA Board, having considered the TRP’s recommendation, approved the award of the tender for the Project.

Ar Donald Choi, Managing Director of the URA, expressed his appreciation to all tender participants for their submissions and their interest in partnering with the URA to deliver quality housing and elevate the built environment in old districts.

The URA will publish the tender amounts of unsuccessful bids on an anonymous basis after the execution of the development contract with the successful tenderer.
