Invitation to Tender – URA’s To Kwa Wan Road / Wing Kwong Street Development Scheme

The Urban Renewal Authority (URA) today (15 October 2026) invited 28 developers to obtain tender documents and to each submit a tender for the development of the To Kwa Wan Road / Wing Kwong Street Development Scheme (the Project*).

Developers may form a consortium with eligible entities that satisfy the requirements specified in the tender documents to submit a tender.  Tender submissions must be delivered to the URA Headquarters by 12 noon on 11 November 2026 (Wednesday).  Late submissions will not be accepted.

A tender review panel under the URA Board will carefully assess the tender submissions received and recommend to the URA Board to make the final decision regarding the award of the development contract of the Project.
