URA’s Ma Tau Wai Road / Lok Shan Road Development Project Authorised by the Secretary for Development

The Secretary for Development (SDEV) has authorised the Urban Renewal Authority (URA) to proceed with the Ma Tau Wai Road / Lok Shan Road Development Project (the Project*) in Kowloon City district.  A Gazette notice of this development project under the Urban Renewal Authority Ordinance (URAO) was published today (5 September 2025).

During the two-month publication period after the commencement of the Project on 9 August 2024, the URA received submissions of general comments and objections which were considered in accordance with the provisions of the URAO.  The URA submitted the Project, an assessment on the likely effect of the implementation of the Project, the unwithdrawn objections to the Project and the URA’s deliberations on the objections to the SDEV for consideration on 7 January 2025.  After considering the URA’s submission of the Project, the unwithdrawn objections and the URA’s related deliberations, the SDEV made the decision to authorise the URA to proceed with the Project without any amendment.  The URA welcomes the decision.

Pursuant to the URAO, any objector to the Project who is aggrieved by the decision of the SDEV may lodge an appeal with the Secretary of the Appeal Board panel, with a copy to the SDEV on or before 6 October 2025.  Information about the notice of appeal can be found on and downloaded from the webpage of the “Appeal Board under the Urban Renewal Authority Ordinance” (https://www.uraoabp.gov.hk/en/general_info/index.html). According to the URAO, the URA will issue acquisition offers to property owners of the Project, and ex-gratia allowance(s) or rehousing arrangement offers to eligible tenants after the appeal procedures are concluded.

A site plan delineating the boundary of the Project together with a general description of the Project is available for public inspection at:

  • the URA’s Headquarters (26/F, COSCO Tower, 183 Queen’s Road Central, Hong Kong); and
  • the Kowloon City Home Affairs Enquiry Centre (LG/F, Kowloon City Government Offices, 42 Bailey Street, Hung Hom, Kowloon).
