Invitation to Tender – URA’s Kai Tak Road / Sa Po Road Development Project

The Urban Renewal Authority (URA) today (12 August 2024) invited a total of 30 developers and consortia to submit a tender for the development of the Kai Tak Road / Sa Po Road Development Project (the Project) in Kowloon City. 

The URA will provide the tender documents to the invited developers and consortia to prepare their tenders.  Interested developers or consortia have to submit their tender proposals to URA Headquarters at 26/F COSCO Tower, 183 Queen’s Road Central, by 12 noon on 20 September 2024 (Friday).  Late submissions will not be considered. 

A tender review panel under the URA Board will carefully examine the submissions received and recommend to the URA Board to make the decision regarding the award of the development contract of the Project. 

Commenced in February 2019, the Project was approved by the Chief Executive-in-Council on 29 September 2020.  Covering a site area of 5,307 square metres, the Project will provide approximately 810 residential units with a maximum total gross floor area of 47,763 square metres.  The Project also includes a Child Care Centre of over 500 square metres of net operating floor area.

The Project will strategically connect the old urban area of Kowloon City to the new Kai Tak Development Area (KTDA).  The Project includes a sunken plaza of about 1,000 square metres with retail facilities directly linking up with the future Underground Shopping Street of the KTDA through a Government pedestrian subway across Prince Edward Road East.  The Project will also provide 300 public car parking spaces to address the current shortage of parking spaces in the area, enhancing the commercial vibrancy of the surrounding area. 

Together with the adjacent Nga Tsin Wai Road / Carpenter Road Development Project (KC-017) which has been approved by the Chief Executive-in-Council, the Project will form a gateway square that consists of both leisure areas and commercial facilities to improve accessibility and connectivity between the KTDA and the older districts, while serving as a community gathering point in the future.

The successful developer or consortium will be required to develop the site according to the lease and planning while incorporating the standards on sustainability and smart system.
