Mr Chan Kin-por, GBS, JP
Mr CHAN Kin-por is currently a Member of the Executive Council of the HKSAR Government. He served as a Member of the Legislative Council (“LegCo”) (Insurance Functional Constituency) for four terms, the Chairman of the LegCo Finance Committee for almost seven years, the Deputy Chairman of the LegCo House Committee and the Chairman of the LegCo Panel on Financial Affairs.
Mr Chan has been appointed by the Government to many public roles. He has been appointed by the HKSAR Government as a member of the Independent Committee in relation to the fire at Wang Fuk Court in Tai Po in December 2025 and currently serves as an Independent Non-Executive Director of the Hong Kong Exchanges and Clearing Limited; the Chairman of the Advisory Committee on Corruption, ICAC; a member of Honour and Non-official Justices of the Peace Selection Committee; a member of the Committee of the Presidium of the HKSAR of the 14th National People's Congress. He also serves as a Director of the Chinese University of Hong Kong Medical Centre.
Mr Chan was the first Chinese CEO of Munich Reinsurance Company’s Hong Kong Branch between 2005 and 2009. Before joining Munich Reinsurance Company, he had served Hang Seng Bank for 31 years in the businesses of retail banking, planning & development and Insurance business, and his last position was the Assistant General Manager and Head of Insurance Group of Hang Seng Bank, responsible for the Bank’s General Insurance, Life Insurance and MPF businesses. Mr Chan was an Independent Non-Executive Director of Bank of East Asia and the Chief Executive of Well Link Insurance Group Holdings Limited.
Mr Chan has been serving the insurance industry for long years. He was the Chairman of the Hong Kong Federation of Insurers, the Chairman of the Employees Compensation Insurer Insolvency Bureau, the Chairman of the General Insurance Council, and the Chairman of the Chinese Insurance Association of Hong Kong. Mr Chan is actively involved in public service. He was appointed as the Vice-Chairman of the Independent Police Complaints Council, a member of the Greater Pearl River Delta Business Council, a non-official member to the Commission on Strategic Development, the Director of the Hong Kong Mortgage Corporation Limited, and a member of the Insurance Advisory Committee.
In 2005, Mr Chan was appointed as a Justice of the Peace and was awarded the Gold Bauhinia Star in 2017 by the HKSAR Government.
Mr Chan is a Chartered Insurance Practitioner and an Associate of the Chartered Insurance Institute, UK.
