Project Status

In June 2025, the Government announced that a site at Bailey Street, Hung Hom will be granted to URA by private treaty at nominal premium, providing additional financial support in the form of land resources to URA to enhance its cashflow, enabling URA to continue to take forward its commenced redevelopment projects in an orderly manner.

To take forward of the Project, URA made a submission to the Planning Department in July 2025 to rezone the Site on the Approved Hung Hum Outline Zoning Plan (OZP) No. S/K9/28 from mainly “Government, Institution or Community” zone to “Residential (Group A)9” zone for residential development. The Project aims to capitalize on its strategic location, fully utilizing the potential of the Site while seamlessly integrating with the adjacent waterfront, connecting the planned developments in the inland area.

The draft OZP with the proposed zoning amendments is scheduled for consideration by the Town Planning Board (TPB) on 15 August 2025. If the TPB deems the draft OZP suitable for publication, the TPB will publish the draft OZP under section 5 of the Town Planning Ordinance for public inspection for 2 months. During this period, any person may make representation in writing to the TPB in respect of the draft OZP.
