Re-appointment of Executive Director of URA
The Urban Renewal Authority (URA) today (8 July 2026) welcomes the Government’s re-appointment of Mr Wilfred Au Chun-ho as the Executive Director of the Urban Renewal Authority (URA) for another term of three years with effect from 15 July 2026. Mr Au will continue to take up the position of Executive Director (Commercial), supporting the URA Managing Director in formulating policies and implementation frameworks to advance urban renewal projects and their associated financial arrangements. The URA Chairman, Mr Chow Chung-kong, and Managing Director, Ar Donald Choi, welcome Mr Au’s reappointment. Mr Chow said, “Over the past three years, Wilfred has led the URA team in driving several urban renewal projects and supported the Government in advancing district-based planning studies.

Invitation to Tender – URA’s Bailey Street / Chi Kiang Street Project
The Urban Renewal Authority (URA) today (3 July 2026) invited 27 developers to obtain tender documents and to each submit a tender for the development of the Bailey Street / Chi Kiang Street Project (the Project*) in Kowloon. Developers may form a consortium with eligible entities that satisfy the requirements specified in the tender documents to submit a tender. Tender submissions must be delivered to the URA Headquarters by 12 noon on 27 July 2026 (Monday). Late submissions will not be accepted. A tender review panel under the URA Board will carefully assess the tender submissions received and recommend to the URA Board to make the decision regarding the award of the development contract of the Project. * Please click here for details of the Project (ENDS)

HKIA and URA Jointly Call for Community Installations to Revitalise Urban Spaces and Weave the Community in Central & Western District
The Hong Kong Institute of Architects (HKIA) and the Urban Renewal Authority (URA) today (2 July 2026) jointly announced the official launch of the “Call for Community Installations”, inviting HKIA members to submit design proposals for community installations in Central and Western District. This collaborative campaign commemorates a significant milestone for both organisations this year, celebrating the HKIA’s 70th anniversary and the URA’s 25th anniversary. Two Traffic Enhancement Measures to Be Implemented Following Carriageway Closure at Yue Man Square and Tung Yan Street
The carriageways of Yue Man Square and Tung Yan Street in Kwun Tong will be closed starting at midnight on Sunday (28 June 2026) to facilitate the underground utilities diversion works for the “Kwun Tong Town Centre 2.0” (KTTC 2.0) project of the Urban Renewal Authority (URA). In addition to the carriageway closure arrangements and the relocation of bus and minibus stops announced at the end of last month, two traffic enhancement measures will be implemented concurrently with the road closures to alleviate potential traffic pressure. URA to Assist Housing Estates in Engaging New Consultant for Maintenance Works
Consultant company Will Power Architects Company Limited (Will Power) is currently under investigation by law enforcement agencies. It is highly likely that the company will be unable to continue its duties as a consultant for major repair works, or perform its statutory role of supervision under the Buildings Ordinance. According to available information, Will Power has been engaged as the consultant for approximately 40 building major repair projects where works have commenced. The Owners’ Corporations (OCs) and individual owners of these buildings may require support to continue with the repair works. New Arrangements for Carriageway Closure at Yue Man Square and Tung Yan Street in Kwun Tong Starting 28 June
To facilitate the underground utilities diversion works for the final phase of the Urban Renewal Authority (URA)’s “Kwun Tong Town Centre 2.0” (KTTC 2.0) project, the carriageways of Yue Man Square and Tung Yan Street will be closed from 00:00 midnight on Sunday, 28 June 2026. New arrangements for public transport services passing through the area will take effect from that time. To help the public familiarise with the new public transport arrangements, the URA will display in advance relevant information at key locations in Kwun Tong Town Centre starting tomorrow (31 May 2026). Meanwhile, ambassadors will be deployed on site for a period of one week before and one week after the closure to assist the public. 27 Expressions of Interest Received for URA’s Bailey Street / Chi Kiang Street Project
The Urban Renewal Authority (URA) earlier invited developers and consortia to submit Expressions of Interest (EOIs) for the development of the Bailey Street / Chi Kiang Street Project (the Project*) in Kowloon. By the submission deadline at noon today (27 May 2026), the URA received a total of 27 EOIs. A tender review panel established under the URA Board will evaluate all submissions, assessing the relevant development experience and financial capability of the developers and consortia to shortlist qualified joint venture partners. Invitation for Expression of Interest – URA’s Bailey Street / Chi Kiang Street Project
The Urban Renewal Authority (URA) will invite developers and consortia to submit an Expression of Interest (EOI) to develop the Bailey Street / Chi Kiang Street Project (the Project) in Kowloon tomorrow (13 May 2026). The Project is one of two sites granted to the URA by the Government. It covers a site area of approximately 7,600 square metres and is planned to deliver no fewer than 1,200 residential units. Strategically located on the To Kwa Wan waterfront, the Project incorporates an at-grade outdoor communal space of around 760 square metres, achieved through the setback of the building mass at the southern end of the site from Bailey Street. This communal area will connect with the adjacent Hoi Sham Park and the waterfront promenade, enhancing both connectivity and accessibility

URA and 2Gather Launch Inaugural 2026 Graham Festival, Bringing Generations and Sectors Together to Revitalise the Century-Old Market
Co-orgainsed by the Urban Renewal Authority (URA) and 2Gather, the inaugural 2026 Graham Festival held its kick-off ceremony today (28 March 2026). Bringing together around 100 stall operators and merchants from Graham Market and its neighbouring streets in Central, alongside over 300 students from the Youth College of the Vocational Training Council (VTC), the Festival offers a fresh interpretation of the century-old Graham Market’s unique character. Through collaborative efforts, they have co-created the “Graham” brand, a celebration of the area’s distinctive local identity. URA Undertakes Preliminary Works for Two Projects, Leveraging Strengths with the Market to Expedite Redevelopment
To accelerate urban renewal, the Urban Renewal Authority (URA) has kick-started a series of preliminary works for Kai Tak Road / Sa Po Road Development Scheme (KC-015) in Kowloon City and the final phase of the Kwun Tong Town Centre 2.0 Development (KTTC 2.0), removing uncertainties associated with these early-stage works. This significantly reduces the time developers would otherwise need to spend on related works once they take over the site, thus enabling them to concentrate their resources on building design and construction.
