28 Expressions of Interest Received for URA’s To Kwa Wan Road / Wing Kwong Street Development Scheme
The Urban Renewal Authority (URA) earlier invited developers and consortia to submit Expressions of Interest (EOIs) for the development of To Kwa Wan Road / Wing Kwong Street Development Scheme (the Project*). By the submission deadline at noon today (17 September 2026), the URA received a total of 28 EOIs. A tender review panel established under the URA Board will evaluate all submissions, assessing the relevant experience and financial capability of the developers or consortia to shortlist qualified joint venture partners. Responses by URA to Hong Kong's First “Five-Year Plan” and 2026 Policy Address
The Urban Renewal Authority (URA) welcomes the policy directions announced by the Chief Executive today (16 September 2026) in both “The First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026–2030)” (the “Five-Year Plan”) and the 2026 Policy Address. The URA will fully co-operate with the established directions, which aim to drive urban renewal with a new mindset and reform building rehabilitation strategies by committing at least around $40 billion over the next five years to take the initiatives forward. Invitation for Expression of Interest – URA’s To Kwa Wan Road / Wing Kwong Street Development Scheme
The Urban Renewal Authority (URA) will invite developers and consortia to submit an Expression of Interest (EOI) to develop the To Kwa Wan Road / Wing Kwong Street Development Scheme (the Project) today (3 September 2026). The Project covers a site area of approximately 5,475 square metres and is expected to deliver around 900 residential units. It constitutes the final redevelopment project within Hong Kong’s first “District-based Redevelopment New Community” (the New Community), and represents one of the eight redevelopment projects implemented by the URA under its “district-based development” approach. Successful Conclusion of “Touring Central with Locals 2026”, Over 4,600 Participants Drawn to Old District Docent Tours
Co-organised by the Urban Renewal Authority (URA) and The Salvation Army, “Touring Central with Locals 2026” under the “City Walk” Programme in Central and Sheung Wan was successfully concluded with an appreciation ceremony held today (2 September 2026) at Graham Hall in Central. Since 2023, the URA and The Salvation Army have organised around 160 docent tours across Central, Sheung Wan, and Wan Chai, attracting more than 4,600 participants in total. Over 150 “silver-age” docents have been trained, nine of whom have attained professional tour guide qualifications. URA x PolyU Igniting Social Innovation Competition 2026 Concludes Successfully, Empowering Young Minds to Explore Urban Renewal and Drive Innovative Solutions for Sustainable Urban Development
The URA x PolyU Igniting Social Innovation Competition 2026 (the Competition), jointly organised by the Urban Renewal Authority (URA) and the Department of Applied Social Sciences (APSS) of The Hong Kong Polytechnic University (PolyU) under an inaugural partnership, successfully concluded today (22 August 2026) with an award presentation ceremony held on the PolyU campus. URA’s Arts & Cultural Partnership Programme Well Received, Boosting Footfall and Stimulating Local Business at Flower Market
The Urban Renewal Authority (URA), under its “Arts and Cultural Partnership Programme in Old Urban Districts”, is supporting the “Flower Canvas” programme organised by Essence Hub under the Evangelical Lutheran Church of Hong Kong (ELCHK). Launched in mid-July this year, the programme’s “Artistic Stamps Collection and Flower Market Postcard” campaign has received an enthusiastic response from the public. Within its first month, the initiative has successfully attracted a considerable number of locals and tourists, not only boosting footfall in the Flower Market but also stimulating business for local florists, thereby bringing new economic vibrancy to the district. The Urban Renewal Authority (URA) today (14 August 2026) hosted its 25th Anniversary Celebration, bringing together distinguished guests from diverse sectors to commemorate the occasion. The celebration presented an opportunity to showcase the URA’s fruitful achievements in driving urban renewal over the past quarter-century while envisioning its future strategic path. Held under the theme “Years of Unity Building Together”, the celebration was officiated by the Honourable John Lee, Chief Executive of the Hong Kong Special Administrative Region, and Mr Chow Chung-kong, Chairman of the URA. Tender Award – the URA’s Bailey Street / Chi Kiang Street Project
The Urban Renewal Authority (URA) announced today (31 July 2026) that the development contract of the Bailey Street / Chi Kiang Street Project* in Hung Hom has been awarded to Top Global Investment Limited, a wholly-owned subsidiary of China Overseas Land & Investment Limited, for a tender amount of HK$6.902 billion. The URA invited developers to submit tenders for the development of the Project earlier and a total of seven tenders were received by the submission deadline on 27 July 2026. The tenderers and their respective parent companies are listed in the Annex. After careful assessment of the tender submissions received, the tender review panel (TRP) under the URA Board recommended awarding the development contract to Top Global Investment Limited. Seven Tender Submissions Received for the URA’s Bailey Street / Chi Kiang Street Project
The Urban Renewal Authority (URA) received a total of seven tender submissions for the development of the Bailey Street / Chi Kiang Street Project * in Kowloon upon the expiry of the deadline for submission at 12 noon today (27 July 2026). A tender review panel under the URA Board will carefully assess the tender submissions received and make recommendations to the Board. Re-appointment of Executive Director of URA
The Urban Renewal Authority (URA) today (8 July 2026) welcomes the Government’s re-appointment of Mr Wilfred Au Chun-ho as the Executive Director of the Urban Renewal Authority (URA) for another term of three years with effect from 15 July 2026. Mr Au will continue to take up the position of Executive Director (Commercial), supporting the URA Managing Director in formulating policies and implementation frameworks to advance urban renewal projects and their associated financial arrangements. The URA Chairman, Mr Chow Chung-kong, and Managing Director, Ar Donald Choi, welcome Mr Au’s reappointment. Mr Chow said, “Over the past three years, Wilfred has led the URA team in driving several urban renewal projects and supported the Government in advancing district-based planning studies.
